Biography / History
Earle Chester Clements was born October 22, 1896, in Morganfield, Kentucky, to Aaron W. and Sallie Anna (Tuley) Clements. Educated in the public schools of Morganfield, Clements enrolled in the University of Kentucky in 1915 where he studied agriculture and won recognition as an All-Kentucky football player in 1916. In 1917 he enlisted as a private in the United States Infantry and served in World War One. Promoted to captain, he was assigned to teach military science. Following the war, Clements worked in the Texas oil fields, then returned to Kentucky to farm and coach football at Morganfield High School. In 1922 he succeeded his father as Union County Sheriff. After serving two terms in that post, he was elected County Clerk in 1926 and remained in that position until 1934, when he became County Judge. As County Judge, Clements demonstrated sound fiscal and administrative abilities by instituting a comprehensive rural road building program, constructing a modern courthouse, and reducing by half a heavily bonded county debt. Clements was elected to the Kentucky State Senate in 1942 and became leader of the Democratic majority of the Senate in 1944.
In November, 1944, Clements was elected United States Representative from the Second Congressional District of Kentucky. He was re-elected in 1946. During his Congressional career he served on the Agriculture, Post Office, and Civil Service Committees. Generally following the Democratic party position on issues, Clements favored passage of the Bretton Woods Agreements, extension of the Price Control and Economic Stabilization Acts of 1942, additional federal funds for housing units for servicemen and their families, and increased funds for Rural Electrification Administration development. Attentive to state agricultural interests, he introduced and helped secure passage of a 1945 law to stabilize the price of fire-cured and dark air-cured tobacco.
Following his election as Governor of Kentucky by a large margin over Republican Eldon S. Dummit, 387,795 to 287,756, Clements resigned from the U.S. House of Representatives in November 1947 to assume the post. As Governor, he increased the gasoline tax to help finance an extensive rural roads program, greatly enlarged the state education budget, organized the first State Police Department, developed Kentucky's park and tourist facilities, and established the first Legislative Research Commission. During his administration, only New York spent more money on state park development, and only Texas spent more on its roads. The new Kentucky Agriculture and Industrial Development Board aggressively sought industries for the state and pushed construction of the State Fair and Exposition Center in Louisville.
Clements campaigned successfully for the United States Senate in 1950 against Judge Charles I. Dawson. He resigned as Governor in November 1950 to fill the Senate vacancy created by the resignation of Garrett Withers. In January 1951 Clements began a full six-year term. Rising rapidly in the Senate power structure, he served as chairman of the Democratic Senatorial Committee from 1952 to 1954. He also served on the influential Democratic Policy Committee. Congressional reorganization in 1953 placed Clements in a key position as liaison between the Democratic National Committee and Senate Democrats. As a capstone to his Senate career, Clements was named Democratic Whip - assistant floor leader - in 1953. During an illness of Senate Majority Leader and close friend Lyndon B. Johnson in 1955, Clements served as Acting Majority Leader.
Serving on the Senate Agriculture and Appropriations Committees, Clements acquired a national reputation as a staunch supporter of tobacco interests. He generally supported Democratic party measures that increased federal appropriations for domestic social programs and maintenance of a strong national defense policy. He sponsored a bill in 1954 which allowed the U.S. Agriculture Department to distribute surplus food in areas of chronic unemployment. In June 1955 Clements and Republican Senator Everett Dirksen of Illinois toured the Far East to inspect United States foreign aid programs.
Clements was narrowly defeated for re-election in 1956 by Thruston B. Morton. However, he remained in Washington, D.C., to serve as executive director of the Democratic Senatorial Campaign committee from 1957 to 1959. In 1960 Clements returned to Kentucky as highway commissioner under Governor Bert T. Combs. He then returned to Washington, D.C., and from 1961 to 1963 was a consultant to the American Merchant Marine Institute. Clements then held several executive positions with the American Tobacco Institute before his 1981 retirement to Morganfield, Kentucky. He died on March 12, 1985, and was buried at Morganfield. Clements married Sara Blue of Morganfield in 1927. They had one daughter, Elizabeth Abell.

CONGRESSIONAL SERIES

Boxes 1-62 The Congressional Series, covering the years 1942-1948, consists of sixty-two boxes divided into two major sub-series: Departments (Boxes 1-28) - Deals primarily with executive departments and federal agency matters and is arranged alphabetically by subject and chronologically by year within the folders. Subjects (Boxes 29-62) - Covers legislative affairs and personal matters and is arranged in the same manner as the Departments Sub-Series. Correspondence in the Congressional Series covers a wide range of topics including post-war economic re-adjustment and agricultural matters which Clements handled as a member of the House Agricultural Committee. Boxes 153-184 The Senatorial Series, covering the years 1950-1956, consists of thirty-two boxes divided into three sub-series: Departments (Boxes 153-159), Legislation (Boxes 160-176), Subjects (Boxes 177-184). All correspondence is arranged alphabetically by subject and chronologically within the folders. Unfortunately this series is incomplete due to fire damage. There is, however, material relating to Clements' position as Acting Senate Majority Leader in 1955, considerable personal correspondence, and public works projects within Kentucky.
