Biography / History
Frederick Moore Vinson, thirteenth Chief Justice of the United States Supreme Court, was born in Louisa, Kentucky on January 22, 1890. He received his early education in Louisa public schools. Graduating from Kentucky Normal College in 1908, he went to Centre College in Danville, Kentucky, where he earned an A.B. degree in 1909 and an L.L.B. degree in 1911. While in college he excelled both as a scholar and an athlete.
In 1911, Vinson began the practice of law in Louisa, and during 1913-1914 served as City Attorney. In August, 1918, he entered the U.S. Army as a private, and was at Camp Pike, Arkansas, when the Armistice was declared.
Elected Commonwealth Attorney for the 32nd Judicial District of Kentucky in 1921, he served until January 12, 1924, at which time he became a member of the U.S. House of Representatives from the 9th District. He was re-elected in 1924 and 1926, but was defeated in the Republican landslide of 1928, and at the end of his term he resumed the practice of law in Ashland, Kentucky. Two years later he returned to Congress, and during 1933-1935 represented Kentucky-at-large. In 1934, he was elected to represent the new 8th District of Kentucky and in 1936 was re-elected once again.
During his Congressional career, he was a student of federal taxation and won distinction as an authority on tax and fiscal matters. He served as a member of the Ways and Means Committee from December, 1931, until the close of his service in the House. His special assignments included membership on a committee on tax evasion and avoidance, and the chairmanship of the Ways and Means Subcommittee on Internal Revenue Taxation.
In December, 1937, President Franklin D. Roosevelt appointed him an associate justice of the United States Circuit Court of Appeals for the District of Columbia. He served on this bench from May of 1938 to May of 1943, and in addition served from March of 1942 to May of 1943 as chief judge of the Emergency Court of Appeals.
On May 27, 1943, he resigned from the judiciary to accept an appointment by the President as Director of Economic Stabilization, one of the emergency governmental posts created during World War Two. He remained at this post until March 5, 1945, when he was appointed Federal Loan Administrator. Less than a month later, in one of his last major appointments, President Franklin D. Roosevelt named Vinson War Mobilization and Reconstruction Director.
Shortly after assuming office, President Harry S. Truman nominated Vinson as Secretary of the Treasury. On July 16, 1945, he was confirmed as the new Secretary. As Secretary of the Treasury, he supervised the financial operations of the government during the closing months of the war. To facilitate the conversion of the economy from that of wartime to peacetime, Vinson recommended and Congress approved substantial tax reductions. During November and December, 1945, the Victory Loan, last of the great war bond drives, was floated.
Vinson also played a leading role in two developments in the field of international finance, namely the Bretton Woods Agreements and the Anglo-American Loan of 1946. In July, 1944, he had served as vice chairman of the United States delegation to the United Nations Monetary and Financial Conference at Bretton Woods and in that capacity had helped to draft the agreements establishing the International Monetary Fund and the International Bank for Reconversion and Development. In March, 1946, Vinson chaired the Savannah conference which implemented the provisions of the Bretton Woods Agreements.
On June 6, 1946, President Truman nominated Vinson as Chief Justice of the United States Supreme Court to succeed Chief Justice Harlan F. Stone. Two weeks later, the Senate unanimously confirmed him. The Court during these years was characterized by a concern with questions involving individual liberties, civil rights, and in economic matters the relationship between governmental regulation and private enterprise.
Chief Justice Vinson was a member of the American, Kentucky State, and Boyd County Kentucky Bar Associations, the American Legion, the Order of Masons, the Brotherhood of Elks, and Phi Delta Theta, Phi Beta Kappa, and Gamma Eta Gamma fraternities. He was a Methodist in religion. Vinson was married to Roberta Dixon on January 24, 1923. They had two sons, Frederick Moore, Jr. and James Robert Vinson. Vinson died in Washington, D.C., on September 8, 1953 and was interred in Pine Hill Cemetery, Louisa, Kentucky.

Papers and documents relating to attorney, congressman, and thirteenth chief justice of the United States Supreme Court. Frederick Moore Vinson offers researchers a wealth of information about such topics as Kentucky politics, the New Deal era, the World War Two years, postwar economic readjustment, and the work of the postwar Supreme Court as it established the ground work for future opinions regarding civil rights and other issues. Correspondence, photographs, court decisions, agency reports, government documents, press releases, statistics, and executive orders are among the holdings in this collection.
The Vinson papers are divided into twenty-five series which relate to the many offices Vinson held in the three branches of the government. Among the most frequently represented correspondents are Louis Arnett, Alben W. Barkley, Hugo Black, Harold Burton, Harry F. Byrd, Albert B. "Happy" Chandler, Virgil M. Chapman, Thomas C. Clark, Clark Clifford, William O. Minton, Stanley F. Reed, A. Willis Robertson, Harry S Truman, and Thomas R. Underwood.

Congressional File (Section 1)

Boxes 1-35 The Congressional File is composed of thirty-five boxes of material relating to Vinson's five terms of office in the U.S. House of Representatives (1924- 1928 and 1932-1938). Most of the material is from his early years in the House where he served prominently on the Military Affairs and Appropriations Committees. There is information on committee assignments, legislative bills supported and sponsored by Vinson, and correspondence with constituents requesting Congressional Directories and Farmer's Bulletins. The file contains considerable material on Kentucky politics for this period. Boxes 18-20, entitled Congressional Miscellaneous 1928, contain materials dealing with the 78th Congress. Vinson served on the House Ways and Means Committee from 1932-1938. Boxes 21-35 have correspondence relating to tax legislation, a field in which Vinson was a recognized authority, fiscal policy, coal and tobacco industries, and veteranís benefits. All of this material is arranged alphabetically by correspondent or subject and within alphabetical order it is chronologically organized.

Most of this material deals with state politics, but there is some information on Democratic National Conventions. There is correspondence relating to the various primaries and general elections occuring during those years, most of it dealing with the role of the 8th and 9th Congressional districts. Boxes 89-103 In December of 1937 President Franklin D. Roosevelt appointed Vinson as associate justice of the United States Circuit Court of Appeals for the District of Columbia. In May of 1943 Judge Vinson resigned from the bench. The District Court of Appeals was responsible for both civil and criminal cases. In the first nine boxes of this file all of Judge Vinson's decisions are arranged in chronological order. In the remaining boxes correspondence concerning the court, Judge Vinson's calendar, and rules of the court appear.

Office of Economic Stabilization File (Section X)

Boxes 108-111 The Office of Economic Stabilization fine consists of four boxes covering the period from May of 1942 to March of 1945. Vinson served as Economic Stabilizer from May of 1943 to March of 1945. Correspondence in the first two boxes is bound. In box 108 most of the correspondence is carbon copies of directives issued by Vinson concerning government price regulations and price support on food stuffs, coal and petroleum, and governmental services. Correspondence is arranged alphabetically from "Agricultural Commodities" to "Wood Pulp." In box 109 and 110 there are economic Stabilization documents such as press releases, wage and price agreements between management and labor, regulations, statutes, executive orders and Bureau of Labor statistics.

Boxes 112-117 The Bretton Woods Conference File consists of six boxes covering the years 1944 and 1945. Vinson served as Vice Chairman of the U.S. delegation at the conference which convened at Bretton Woods, New Hampshire, July 1 through July 22, 1944. In the first box correspondence is arranged chronologically. Most of the correspondence is concerning conference negotiations and Congressional reaction to the conference. Secretary of the Treasury File (Section XIV)

Boxes 122-173 The Secretary of the Treasury File includes fifty-two boxes of material. In boxes 122 to 150 there are official Treasury Department records which are arranged in alphabetical order by subject and chronologically therein. In the remaining boxes there are bound volumes of Vinsonís correspondence (only carbon copies of his replies), Treasury Department press releases, National Advisory Council documents, U.S.-U.K. economic negotiations documents, and the correspondence of Paul Kelley, Vinson's administrative assistant. All are arranged in alphabetical order. During Vinson's tenure as Secretary from July 23, 1945 to June 23, 1946, the United States was in the process of transition from a wartime to a peacetime economy. The records from that time deal with full-employment legislation, wage-price control, tax legislation, internal revenue, and other domestic economic questions. The weekly mail reports section provides an interesting insight into public opinion on both domestic and foreign questions. Those sections of the file dealing with U.S. foreign economic activities are of great value. Not only is the International Monetary Fund well documented (due to Vinsonís participation in the Bretton Woods and Savannah Conferences), but there is much information on domestic economic and political conditions of countries such as Great Britain and France who applied for U.S. foreign aid immediately after the war. For further Treasury Department information consult Vinsonís index card files for 1945 and 1946. These files, which are divided into congressional and official correspondence, contain index cards with a brief statement on the content of most letters sent and received by Vinson.
