Collection Overview

Biography / History
During and after the Civil War, the United States Congress passed two acts, one in 1864 and one in 1866, which allowed loyal slaveowners in border states to file for federal compensation if their slaves served in the United States military. The law that formed the United States Colored Troops stated that no one who served could be enslaved. Because enlistment meant freedom, many slaves ran away to join the USCT. Slaveowners had to prove ownership and loyalty to the Union. Congress suspended this claims process in 1867.
