Collection Overview

Biography / History
Wheelwright, Kentucky, located in southern Floyd County, was owned and operated from 1911 until 1966 by three coal companies: Elk Horn Coal, Inland Steel, and Island Creek Coal. In 1966 Island Creek sold the town properties, but not the mines, to the Mountain Investment Company.
F. W. Bill Kephart was born May 14, 1927, in Phillips, Oklahoma, and served in the United States Coast Guard from 1945-1946. He attended Columbia College in New York City from 1947-1948 and received his Bachelor of Arts in Humanities from Oklahoma State University in 1950. He did graduate work at Episcopal Theological Seminary in Lexington, Kentucky, and at the University of the South in Sewanee, Tennessee. He was employed at the Research Group in Atlanta, Georgia, as a trainer in planning and community organization for the Office of Economic Opportunities from 1971-1975. He was a consultant and trainer for the Kentucky Housing Corporation in Frankfort, Kentucky, from 1975-1980. He also published the Well-Seasoned Kentuckian, a monthly tabloid for senior citizens in 1979-1980 in Harrodsburg, Kentucky. Kephart was also employed at Shaker Village of Pleasant Hill from 1981-1992 as manager of River Operations and Special Projects and served as the Captain of Shakertown’s Dixie Bell Riverboat.
Scope and Content
The Bill Kephart collection on Wheelwright (Ky.) (dated 1978-1980, undated; 1.35 cubic feet; 3 boxes) consists of records relating to three interrelated organizations and illustrates the roles they had in the transfer of ownership of the town from Mountain Investment to the citizens of Wheelwright, Kentucky. These organizations include the Kentucky Housing Corporation, a state agency which executed the purchase of the town; the Planning Advisory Committee (or Commission), a group of local volunteers and professional planners who were instrumental in building renovations, jail reconstruction, and revision of zoning laws; and the Wheelwright Board of Trustees, the official governing body, who acted upon the recommendations of the Planning Advisory Committee. The collection is organized into four series and contains operating records for the Kentucky Housing Corporation and the Wheelwright Board of Trustees, documents pertaining to Wheelwright's history, and issues of the Wheelwright Advocate.
