Patton discusses the educational reform that took place during his two-term tenure as governor from 1995 to 2003. He elaborates on the orchestrations behind the passing of House Bill One, the bill that created the Kentucky Community and Technical College System, specifically mentioning the support he received and the opposition he faced across the Commonwealth.
